- Changed spawn rules for the mobs, now mobs can spawn either in cold biomes or wherever there is a snow/ice block where they can stand. Previously they could only spawn at night and in darkness but now they can spawn in the light during snowy weather. Blocks that they can spawn on can be configured with block tags in a datapack, as well as the biomes they can normally spawn in

>nerfed attack range of mobs, this should prevent them from sometimes hitting trough shields and walls
>nerfed Gingerbread Man roll attack
>increased spawn rate of Evil Elves
>increased spawn rates of all mobs in Tempests
>increased drop rates of Candy Fragments and Snowflakes
