Flan 1.12.1

Add vehicle_pass permission:
- Blocks vehicles (boats, minecarts etc.) from crossing claim border
Add config to disable webmap integrations
Add de_de translation
Add configurable potion duration.
- As such format is now effect;duration;amplifier or effect;amplifier
- Duration is in ticks
Commands now respect the position of the executor
Update language lib
Fix subclaims not synced with parent height
Fix player in groups always displayed as the owner
Fix global config ignored
Fix flight not properly removed on neoforge
Fix no hunger for claim owner
- partially caused by global config ignored but now also requires explicit set to true to affect owner
Fix allow list menu command checking wrong permission
Fix list adminclaims only listing claims in current dimension
Loosen constraint on commands making them respect different positions through /execute
Fix command info permission using wrong translation key
Remove a bundled unused dependency
Remove an expected log with offline players
