[UPDATED] Fragment drop chance now are based on the dimension

• Overworld : (Lesser 80 % - Better 9% - Greater 1%)
• Nether : (Lesser 70 % - Better 20% - Greater 10%)
• End : (Lesser 50 % - Better 30% - Greater 20%)

[REVOKED] Removal of crafting recipes for the orbs of leveling
